Job Summary

Director, MTW governance and policy lead for housing programs including MTW, ACOP, HCV, PBV, and related HUD planning/reporting. Oversees development, implementation, evaluation, and compliance of MTW policy initiatives, regulatory requirements, and interdepartmental coordination to optimize program outcomes, funding utilization, and resident services. Manages KPI reporting, audits, stakeholder engagement, Board communications, training materials, and grant development while ensuring adherence to HUD regulations and MTW requirements. Leads executive-level strategy and supervision across multiple departments to drive policy modernization and operational efficiency in a large housing authority.

Required Qualifications

  • Bachelor’s degree in Public Administration, Public Policy, Urban Planning, Business Administration, Economics, Law, Political Science, Housing Administration, or a related field
  • Master’s degree in Public Administration, Public Policy, Urban Planning, Economics, Business Administration, Law, or related field preferred
  • Minimum of ten (10) years of progressively responsible experience in affordable housing, public administration, housing policy, MTW administration, regulatory compliance, strategic planning, or related program administration
  • Minimum of three (3) years of management, supervisory, project leadership, or executive-level policy administration experience preferred
  • Direct experience with a Moving to Work (MTW) agency strongly preferred
  • Experience developing or administering ACOPs, Administrative Plans, MTW Supplements, PHA Plans, HUD submissions, policy implementation initiatives, or strategic housing programs preferred
  • Valid Texas driver’s license or ability to obtain within thirty (30) days of employment
  • Eligibility for coverage under Housing Authority fleet insurance requirements
  • Extensive knowledge of HUD regulations, MTW requirements, federal housing laws, and Public Housing and HCV program administration
  • Extensive knowledge of PHA planning processes, MTW Supplements, ACOP, HCV Administrative Plans, and HUD reporting requirements
  • Knowledge of federal compliance standards, program evaluation methods, data analysis, and public sector policy development
  • Skilled in executive-level project management involving complex, multi-departmental initiatives with competing priorities and deadlines
  • Skilled in strategic planning, organizational analysis, operational improvement, and policy implementation
  • Skilled in researching, interpreting, and communicating technical regulatory and policy information
  • Skilled in preparing Board-level reports, memoranda, presentations, and policy recommendations
  • Skilled in quantitative and qualitative analysis, data interpretation, and performance measurement
  • Skilled in stakeholder engagement, public processes, cross-functional and intergovernmental coordination
  • Skilled in drafting policies, procedures, and implementation plans
  • Skilled in analyzing financial impacts of policy decisions and operational alternatives
  • Ability to lead complex strategic initiatives with minimal supervision
  • Ability to interpret and apply federal regulations and agency policies
  • Ability to exercise sound judgment involving sensitive and high-impact matters
  • Ability to develop innovative, compliant policy solutions within MTW authority
  • Ability to manage multiple large-scale projects while maintaining accuracy and compliance
  • Ability to build and maintain effective relationships with stakeholders, including HUD, leadership, partners, and residents
  • Ability to supervise, mentor, and develop staff
  • Strong written and verbal communication skills
  • Ability to maintain confidentiality and professionalism
