Job Summary
Director, Cash Management & Banking Services within the Finance and Treasury Board leads the cash management and banking operations for LMTS, overseeing liquidity forecasting, money market activities, banking and merchant agreements, and risk management. The role provides strategic guidance across government on cash management and banking services, drives policy development and procedures, and leads a high-performing team. The incumbent collaborates with internal stakeholders and financial institutions to optimize treasury operations, ensure liquidity to meet obligations, and support modernization initiatives. Key responsibilities include daily, monthly, and annual cash flow forecasting, overseeing payments and treasury systems, managing short-term investments and borrowing programs, negotiating banking relationships, and maintaining strong internal controls. Requires a university-degree in a relevant discipline, advanced credentials (e.g., CFA, MBA, or Master’s), seven years of related experience, and several years of leadership experience, with expertise in capital markets, banking services, and ERP systems such as SAP. Excellent analytical, communication, and relationship-building skills are essential.
Required Qualifications
- University degree in Finance, Commerce, Economics or Accounting
- Seven years of related experience
- Five or more years of progressive leadership/management experience
- Specialized knowledge and experience in capital markets and banking industries
- Experience with treasury/banking services (e.g., PCI Standards)
- Experience with enterprise resource planning systems (e.g., SAP)
- Strong quantitative, analytical, financial modelling and problem-solving skills
- Ability to build relationships and work collaboratively with internal and external stakeholders
