Job Summary
Director, Capital Delivery (Roads) leads planning and delivery of large-scale infrastructure projects using AFP models, ensuring projects meet schedule, budget, and quality objectives within governance and multi-party arrangements. Responsibilities include coordinating project portfolios from early planning to close-out, developing delivery plans, overseeing procurement and external advisory relationships, structuring agreements and financing models, interpreting technical/legal/financial information to support resolutions, maintaining governance across lifecycle stages, mitigating risks, building client and partner relationships, coordinating cross-functional teams, providing timely senior leadership updates, and guiding professional development within the team. The role requires demonstrated experience delivering complex infrastructure projects, knowledge of AFP/P3 and Progressive models, expertise in contracts and procurement for major infrastructure initiatives, strong communication skills for executive settings, and a background in engineering/finance/construction management with a professional designation considered an asset.
Required Qualifications
- P.Eng or equivalent professional designation (asset)
- Demonstrated capability delivering large, complex infrastructure projects across planning, procurement, and construction phases
- Knowledge of AFP/P3 and Progressive delivery models and their application across design, construction, operations and lifecycle management
- Experience administering complex contracts, procurement processes, and financial arrangements for major infrastructure initiatives
- Ability to interpret technical, legal, and financial information to support informed resolutions and agreements
- Capability to coordinate and guide diverse teams across multiple functions and partner groups
- Strong verbal and written communication skills suitable for executive-level environments
- Experience managing complex, confidential and delicate situations and developing practical resolutions
- Knowledge of infrastructure planning processes, regulatory requirements and standards for linear transportation projects (highways)
- Professional development in engineering, construction management, finance or project delivery frameworks
- Professional designation (e.g., P.Eng.) is an asset
