Job Summary

Develop and execute a multi-year strategic plan aligned with ODP priorities and CMS HCBS requirements while leading expansion of licensed Chapter 2380 CPS Facility and community programming. Oversee all operational aspects of the Adult Program, including day services, employment supports, and curriculum development, ensuring compliance with 55 Pa. Code Chapter 2380, ODP ISP Manual, and waiver regulations. Recruit, hire, and retain qualified leadership and direct support professionals; foster a culture of accountability, inclusion, and professional development. Manage annual operating and capital budgets, monitor waiver billing, claims reconciliation, and revenue cycle management. Serve as the primary point of contact for families regarding adult services and cultivate partnerships with community organizations, employers, and state agencies. Report to the Board of Directors with financial statements and performance metrics; present at ODP forums and regional collaboratives. Regular daytime hours (7:30 AM – 3:00 PM); flexibility for audits or inspections.

Required Qualifications

  • Bachelor's degree in special education, human services, social work, psychology, business and communication or related field
  • Master's degree
  • Minimum 5-10 years of senior leadership experience in human services
  • Experience in IDD
  • Experience in developmental disabilities
  • Experience in adult services
  • Experience with program operations
  • Experience with compliance
  • Experience with financial management
  • Strong knowledge of IDD services
  • Knowledge of community integration
  • Knowledge of ODP waiver programs
