Job Summary
Parsons is seeking a Design Manager - SCADA/ICA in Dubai to lead a team of SCADA/ICA engineers across water and wastewater, infrastructure, utilities, and transportation projects. You will act as the technical authority, provide governance and mentorship, and oversee the development, review, and approval of SCADA/ICA system designs, control philosophies, architectures, FDS, and contractor submissions to ensure compliance with specifications and regulatory requirements. Responsibilities include coordinating multidisciplinary design efforts, overseeing installation, FAT/SAT, supporting QA/QC and HSE procedures, collaborating on project budgets and schedules, managing technical risks, participating in safety reviews (HAZOP/HAZID), and supporting procurement and technical evaluations. The role requires leadership in delivering high-quality SCADA/ICA solutions, client-facing engagement, and a strong background in design, construction supervision, and commissioning within UAE/GCC contexts, with emphasis on digital platforms, BIM, and continuous improvement.
Required Qualifications
- Degree in Electrical / Instrumentation / Control / Systems Engineering
- Minimum 15 years of experience in SCADA system design and integration, ICA, and large infrastructure/utilities/transportation projects
- Proven experience in design and delivery of SCADA, ICA projects and system integration
- Experience leading or managing a discipline/engineering team
- Proficiency with SCADA/ICA engineering tools and software
- Client-facing experience and ability to present design solutions
- Prior UAE / GCC experience in a similar role
- Chartered Engineer or working towards chartership (desirable)
- PMP Certification (desirable)
