Deputy Program Manager

Job Summary

Manage projects from proposal development through execution and closeout, establishing relationships with internal and external stakeholders. Participate in strategic planning, prioritize activities, and monitor work to ensure delivery within budget and schedule. Develop proposals aligned with statement of work requirements, manage resources to foster team performance, and implement tools for efficient program management. Handle change control, risks, issues, and opportunities while partnering with recruiting, HR, contracts, accounting, and security teams. Identify business growth opportunities, interface with L&A and Sandia leaders, and develop reports to communicate status. Review and approve invoices for timely client submittal. This role supports critical missions at Los Alamos National Lab for the U.S. Department of Energy.

Required Qualifications

  • Due to federal contract security requirements, candidates must be able to successfully pass a federal background investigation to secure and maintain DOE Q security clearance if required.
  • Due to federal contract security requirements, this position requires U.S. Citizenship.
  • Health & Safety training, medical monitoring, and client-driven drug and background testing.
  • Please note that marijuana remains a Schedule III controlled substance under Federal Law. Federal contractors must follow Federal drug-free workplace rules, which prohibit marijuana use, even if medical or recreational use is permitted under State Law.
  • 10+ years of relevant work experience or equivalent combination of education and experience.
  • Demonstrated understanding and implementation of project and program management techniques and tools.
  • Must have demonstrated experience managing a business portfolio.
  • Contract Management experience is required.
  • Strong leadership and managerial skills.
  • Excellent oral and written communication skills.
  • Able to interface effectively with personnel at all levels, build trust, gain consensus, and resolve conflicts.
  • Strong independent contributor and able to work as part of a team.
  • Able to solve problems with minimal guidance or direction.
  • Strong analytical skills with attention to detail and accuracy.
  • Able to multi-task, prioritize, and follow through on assigned, and often time-sensitive, tasks.
  • Highly skilled in using Microsoft Word, Excel, PowerPoint, SharePoint, and Outlook.
  • Able to analyze data, understand disparities, and implement solutions to support improvement.
  • Basic understanding of recruitment, human resources, contracts, accounting, and security processes.
  • Position is flexible to either onsite support at our Los Alamos office or hybrid/remote support with travel to the area as needed.

Desired Qualifications

  • Bachelor's degree in business management/administration, project management, or another relevant field. Additional experience can be considered in lieu of education.
  • PMP certification
  • DOE contracting experience.
  • Experience working with Los Alamos National Lab.
