Job Summary
Deputy Director of the Office of Public Finance (OPF) oversees the City’s general fund and debt-related financing, leading or supporting the OPF team in debt issuance, capital planning, and producing comprehensive, complex reports for a variety of audiences. The role involves collaborating with the Controller and Director of OPF, managing organizational structure and resources, and serving as a liaison to the Mayor’s Office, Office of Economic Workforce Development, City Administrator, City Attorney, Public Works, and other agencies. The Deputy Director contributes to community district financing initiatives, and oversees formation and administration of various districts (Community Facilities Districts, Tax Districts, and Infrastructure Financing Districts), ensuring policies, procedures and controls support long-term financial sustainability. Desirable qualifications include strong leadership, collaboration, political savvy, excellent oral and written communication, and experience in municipal finance or public policy, with the ability to interact with diverse stakeholders and manage external consultants.
Required Qualifications
- Possession of a baccalaureate degree from an accredited college or university in accounting, finance, economics, public or business administration or related field
- Six (6) years of professional experience in complex budget analysis, financial/fiscal analysis, contract administration, policy analysis
- Two (2) years of professional experience in public debt management and bond issuance with management of debt portfolios
- Three (3) of the above 6 years of experience must include supervising professionals
