Job Summary
Oversee and manage all financial, administrative, and operational functions of the Department of Infrastructure, including Capital Projects, Engineering, Water & Sewer, and Inspectional Services. Assist the Director in planning, organizing, and directing departmental operations while supporting the development and management of annual operating and capital budgets. Monitor expenditures and revenues, prepare financial forecasts, and recommend budget adjustments. Supervise administrative and financial staff, develop financial controls and reporting systems, and coordinate grant and loan applications. Manage procurement processes, contract administration, and debt service schedules, ensuring compliance with municipal policies and state and federal regulations. Prepare financial reports and analyses for senior leadership and respond to public records requests. Act on behalf of the Director in their absence. Hybrid office experience required with three days per week in the office. Full-time position with an annualized salary of $100,000-104,000.
Required Qualifications
- Bachelor's Degree in business administration, finance, accounting, public administration, or related discipline
- five (5) to seven (7) years' experience in a finance related position
- any equivalent combination of education, training and experience which provides the required knowledge, skills and abilities to perform the essential functions of the job
- Knowledge of governmental budgeting and accounting
- knowledge of enterprise fund accounting
- Ability to interact with diverse groups and individuals
- Ability to complete multiple tasks in a timely, detailed and organized manner
- excellent oral and written communication ability
- Analytical skills
- Proficient data processing skills, including spreadsheet applications such as Microsoft Excel
- Experience with word processing, database management, and financial accounting software
- MA Criminal Offender Record Information (CORI) clearance
- Completion of Conflict-of-Interest Law Education training for municipal employees
- Hybrid office experience with the minimum of three (3) days per week in office
Desired Qualifications
- Financial experience with Public Utilities
- MCPPO certification
- Microsoft office and MUNIS experience
