Job Summary
Oversee the Manager of Finance and lead the modeling and preparation of debt service budgets for MTA's Financial Plans. Manage the Debt Database and supervise the consolidation of financial plans to forecast debt service costs. Assist in the structuring and negotiation of capital markets transactions, including reviewing legal documents and coordinating with underwriting syndicates and bond counsel. Maintain interest rate and fuel hedge derivative portfolios, ensuring compliance and identifying market opportunities. Lead quality control on financial reports for state officials, rating agencies, and investors, while liaising with State officials to secure debt issuance approvals. Select, develop, and motivate personnel within the department, providing coaching and career development.
Required Qualifications
- in-depth understanding of bond amortization schedules and the bond issuance process
- understanding and active adherence to Securities and Exchange Commission disclosure rules (15c-2-12) and activities of the Municipal Securities Rulemaking Board (MSRB)
- excellent interpersonal, organizational, presentation, planning, and decision-making skills
- exceptional verbal and written communication skills
- demonstrated ability to communicate and interact with elected officials and senior leadership from external organizations
- demonstrated analytical capabilities and quantitative skills, especially modeling in Excel and other quantitative databases
- Bachelor's Degree in Arts/Sciences (BA/BS) in finance, economics, accounting or a related field
- Minimum 7 years of related work experience
- Minimum 3 years in Public Finance
