Job Summary

Executive Fellow to embed in the City of Rogers for a two-year Pattern Zones housing initiative. The fellow will launch and scale the Pattern Zones program by aligning local builders, financing partners, utilities, and City workflows to enable small-scale housing development. Year One focuses on discovery, strategy development, and early implementation; Year Two concentrates on scaling impact and embedding sustainable practices. Responsibilities include conducting discovery with stakeholders, mapping viable parcels, onboarding local builders and lenders (with Gridics support), coordinating permitting and financing, defining goals and deliverables, and building feedback mechanisms. The fellow will deliver an Operational Pattern Zones Implementation Framework, establish a builder and financing partner network, launch an early project pipeline, and implement program performance tracking. By Fall 2027 and Fall 2028, the role aims to demonstrate program uptake, permit reductions, and a scalable model embedded within City operations. Key stakeholders include the Mayor, the Director of Community Development, and City departments. Qualifications require 15+ years of experience in organizational transformation, strong communication and collaboration skills, and the ability to synthesize complex information into actionable plans. The program seeks candidates from diverse backgrounds and is an equal opportunity initiative.

Required Qualifications

  • 15+ years of progressively responsible experience in organizational transformation and change management
  • Synthesizes complex information into clear and concise recommendations and action-oriented implementation plans
  • Develops and effectively implements both strategic and operational project management plans
  • Generates innovative, data-driven, and result-oriented solutions to complex challenges
  • Respond quickly to changing ideas, responsibilities, expectations, trends, strategies, and other processes
  • Communicates effectively verbally and in writing and excels in active listening and conversing
  • Fosters collaboration across multiple constituencies to support more effective decision-making
  • Establishes and maintains strong relationships with diverse stakeholders, both inside and outside of government, particularly community-based relationships
  • Embraces differing viewpoints and implements strategies to find common ground. Demonstrates confidence and professional diplomacy while effectively interacting with individuals at all levels of various organizations
