Data Quality Officer

Job Summary

Validate inspection records against source evidence and enforce quality control procedures to ensure 100% submission and 95% accuracy before onward submission to INL Kyiv. Maintain and reconcile asset and LDDT registers, verifying serial numbers, barcodes, and photographs while escalating discrepancies to the Security and Operations Manager. Administer Microsoft 365 tracking systems, manage user permissions, and safeguard contract information as U.S. Government property. Compile monthly inspection reports with supporting documentation due within 15 days of the new month and assemble evidentiary packages for Serious Incident Reports within 48 hours of discovery. This role supports CRDF Global's end-use monitoring program in Ukraine, requiring fluency in English and Ukrainian and adherence to strict security standards.

Required Qualifications

  • A bachelor's degree in information management, data science, business administration, or a related field, or equivalent relevant professional experience
  • +3 years of professional experience in data management, data quality assurance, or records management
  • Advanced proficiency in Microsoft 365, particularly Excel, SharePoint, and structured data tools, with demonstrated ability to develop and maintain validation rules, controlled datasets, and data-quality processes
  • Fluency in English and Ukrainian, both written and verbal
  • Demonstrated understanding of information security practices, including access controls and the secure handling of sensitive location and recipient data
  • Demonstrated attention to detail, reliability, and flexibility, with the ability to satisfy applicable background-check requirements
  • Must operate to the highest standards of ethics and integrity

Desired Qualifications

  • Five or more years of experience in data management or data quality assurance, particularly in support of donor-funded or government programs
  • Experience with large-scale asset management, inventory, or barcode-based tracking systems, including support for property or inventory audits and compliance reviews
  • Familiarity with U.S. Government end-use monitoring and property accountability requirements
  • Working knowledge of Power BI or comparable data visualization tools
