Job Summary

Data Project Manager to lead a 5-year geospatial land characterization project across Chesapeake Conservancy’s CIC, EPA, and CBP geospatial teams. Responsibilities include serving as the CIC project lead for bay-wide projects, managing grants/contracts lifecycle (work plans, action plans, budgets, reporting), tracking milestones, coordinating with the deputy director as the CIC liaison, developing and overseeing QA/QMP/DMP documents, ensuring grant reporting compliance, balancing team workflows and resources, and coordinating with operations, grant administration, and business development. The role emphasizes partnership development, contract management with contractors/subawards, monthly personnel time reviews, budget/narrative preparation for proposals, and leading project reporting to EPA, CBP, and stakeholders. Essential skills include advanced GIS/data science methods (ArcGIS, QGIS, GRASS, AI), strong strategic thinking, ability to communicate complex geospatial concepts to diverse audiences, stakeholder relationship building, and proficiency with Microsoft and Google productivity tools; PMP certification is preferred but not mandatory.

Required Qualifications

  • Bachelor’s degree required (ideally Environmental Science, Environmental Policy, or Geography)
  • Minimum of three years of relevant/progressive professional experience
  • Experience with complex project management and multitasking
  • Proficiency in geospatial data analysis using GIS and data science tools (ArcGIS, AI, GRASS, QGIS)
  • Ability to articulate technical concepts to both technical and non-technical audiences
  • Strong written and oral communication skills
  • Excellent interpersonal and organizational skills
  • Experience managing project teams and budgets
  • Ability to develop and oversee QA/QC, DMP, QAPP and related plans
  • Experience with federal grant reporting requirements (EPA, CBP) and subcontractor/contract management
  • Experience preparing budgets and narratives for proposals and grants
  • Familiarity with EPA Chesapeake Bay Program goals and partnership structures
