Job Summary

Conduct quantitative and qualitative analyses using internal and external sources to support the development of the agency's impact measurement framework. Build data dashboards and reporting tools from scratch, including predictive statistical models to inform strategic decisions. Create impactful data visualizations and draft reports for executive audiences while liaising with cross-functional teams to establish SOPs and data governance standards. Present strategic findings to internal and external stakeholders. This role bridges data, strategy, and execution within the Strategy, Products, and Innovation division to ensure the Campaign Finance Board's strategic plan is monitored with rigor and transparency.

Required Qualifications

  • Knowledge of structural barriers to participation in local democracy and the importance of making local democracy more open, transparent, and equitable
  • Knowledge of survey design, programming, and methodologies
  • Knowledge of descriptive and inferential statistics, as well as predictive analytics
  • Knowledge of public sector, nonprofit, or mission-driven organizational environments
  • Knowledge of New York City politics and electoral landscape
  • Skill in speaking and writing clearly, with the ability to synthesize information from multiple sources and translate technical concepts into accessible language
  • Skill in using Microsoft Office 365 applications (e.g. PowerPoint, Excel, Word, etc.)
  • Skill in data management (e.g. data cleaning, collection, governance, manipulation, documentation, etc.) and comfort working with large datasets
  • Skills in data analysis and reporting, including the ability to interpret quantitative or qualitative data, identify meaningful trends, create clear visualizations, and craft impactful, data-driven narratives
  • Skill in building interactive data dashboards, with proficiency using at least one of the following applications: Tableau, ArcGIS, or Power BI
  • Skill in building and deploying robust statistical and/or predictive models (e.g. linear and multivariate regressions, key drivers, etc.), with some experience developing these models using a relevant statistical package or programming language (e.g. Stata, SPSS, R, Python, etc.)
  • Skill in survey design and programming, with some experience in a relevant survey programming application (e.g. Microsoft Forms, SurveyMonkey, Qualtrics, Forsta Surveys, etc.)
  • Skill in using other digital tools and willingness to learn new ones (Miro, Monday.com, etc.)
  • Ability to develop strong working relationships, and to engage and listen effectively both in person, virtually, and in hybrid environments
  • Ability to stay organized and attentive to detail while balancing multiple projects or managing competing priorities
  • Ability to work cross-functionally and collaborate with teams in a matrixed, hybrid environment
  • Ability to lead or support multiple projects and/or initiatives simultaneously, manage stakeholders, and make progress towards deadlines with a focus on quality and follow-through
  • Ability to make sense of complex or messy datasets and transform them into reliable sources to inform future strategic decisions and analysis work
  • Ability to build dashboards and other reporting tools from scratch, synthesize data from multiple sources, and establish documented processes to maintain and develop such tools
  • Ability to develop and deploy robust predictive and/or statistical models to forecast performance outcomes and/or isolate key performance drivers
  • Ability to extract toplines and/or actionable recommendations from overall findings to inform internal strategic decisions or external testimony
  • Ability to translate complex results and/or methodologies into accessible language for less technical audiences
  • Ability navigating ambiguity, shifting priorities, and the evolving strategic needs of a government agency
  • Ability to work independently and hold self accountable to team deadlines and project milestones
  • Ability to identify risks, dependencies, and gaps before they become larger issues
  • A bachelor's degree from an accredited college including or supplemented by at least twelve-semester credits (or the equivalent of twelve-semester credits) in accounting, auditing, business or public administration, computer science, economics, finance, statistics, graphic design, personnel or human resources administration, user experience design, or a closely related area of study and one year of satisfactory full-time experience in accounting, auditing (including compliance or investigativ...
  • A four-year high school diploma or its educational equivalent and five years of experience as described in '1' above; or
  • Education and/or experience equivalent to '1' above

Desired Qualifications

  • Advanced proficiency with either Tableau, ArcGIS, or Power BI; direct experience building data dashboards or interactive maps from scratch is a plus
  • Advanced proficiency with either Stata, SPSS, R, or Python; direct experience using these tools to build robust statistical and/or predictive models
  • Advanced analysis skills and comfort working with large, complex, or messy datasets; direct experience in cleaning, coding, manipulating, visualizing and reporting data is a plus
  • Some experience with Monday.com, Miro, or Visio is a plus
