Data Center Utility Infrastructure Manager

Job Summary
Lead utility infrastructure planning, coordination, and delivery for new and existing data center development projects, managing activities from site selection through operational turnover. Coordinate with electric, water, wastewater, telecommunications, and natural gas providers to secure services and approvals while reviewing engineering studies and design documents to ensure project alignment. Serve as the primary technical advisor for multidisciplinary teams, identifying constraints and developing mitigation strategies to support schedules and budgets. Conduct site visits, monitor installation and commissioning, and prepare risk assessments for client leadership. Manage project budgets, schedules, and contractor submittals while promoting safety and regulatory compliance.
Required Qualifications
- Bachelor's degree in Civil Engineering, Electrical Engineering, Construction Management, or a related technical field
- 7+ years of experience in utility infrastructure, civil engineering, construction management, data center development, or large-scale infrastructure projects
- 3+ years of experience leading technical teams, managing complex infrastructure projects, or supervising consultant and contractor activities
- Experience supporting data centers, mission-critical facilities, energy infrastructure, industrial developments, or large commercial construction programs
- Strong knowledge of underground utility systems including electric power, water, wastewater, stormwater, telecommunications, and natural gas infrastructure
- Experience coordinating with utility providers, municipalities, public agencies, developers, engineering firms, and construction contractors
- Demonstrated success managing project budgets, schedules, contracts, risks, and stakeholder expectations
- Strong understanding of utility permitting processes, service agreements, easements, right-of-way requirements, and regulatory approvals
- Experience reviewing engineering designs, utility studies, site development plans, and construction documents
- Familiarity with utility conflict analysis, relocations, and subsurface utility engineering (SUE) practices
- Excellent verbal and written communication skills with the ability to engage effectively with technical and non-technical stakeholders
- Strong organizational, leadership, negotiation, and problem-solving skills
- Proficiency using the Microsoft Office suite
- Ability to pass a pre-authorized physical including a drug-screening and background check
- Legal authorization to work in the U.S.A. on a full-time basis without sponsorship
- Hybrid 4 days per week in the Portland, OR office
- Up to 20% travel within the Pacific Northwest and Texas
