Job Summary
Design and integrate a comprehensive cyber strategy that aligns with organizational mission goals while developing and applying HR and operational policies to govern workforce effectiveness. Coordinate with internal and external subject matter experts to establish standardized position descriptions and refine cyber career field qualification standards per the National Cybersecurity Workforce Framework (NICE). Create manpower and qualification data element standards to collect metrics, analyze workforce data, and validate readiness by tracking identified, filled, and manned positions. Implement robust cyber workforce management programs to track, manage, and report Agency Cyber Workforce Compliance in strict alignment with DoW mandates. Leverage external organizations and academic institutions' best practices to enhance internal education policies and workforce capabilities. Schedule is Monday–Friday (0800–1600) with less than 10% travel.
Required Qualifications
- Active Top-Secret Clearance with SCI eligibility
- DoD 8570/8140 IAM Level I compliant certification
- 2 years of progressive cybersecurity, workforce management, or human capital experience
- Deep understanding of the National Cybersecurity Workforce Framework (NICE), including specific work roles, tasks, and associated knowledge, skills, and abilities (KSAs)
- Proven ability to develop policy, plans, and strategy in compliance with laws, regulations, policies, and standards in support of organizational cyber activities
- Knowledge of organizational human resources, training, and education policies, processes, and procedures
- Skill in developing workforce and position qualification standards
- Ability to leverage best practices and lessons learned of external organizations and academic institutions dealing with cyber issues
- U.S. Citizenship
