Job Summary

Lead the country Supply Chain & Operations department in Syria, providing strategic oversight of procurement, logistics, commodities, and fleet management to ensure timely, compliant programme delivery. Develop and maintain the national supply chain strategy, optimize the distribution network, and manage the departmental budget while driving continuous improvement and risk mitigation. Direct the performance of country and field staff through supervision and capacity building, conduct regular field visits, and coordinate closely with security and programme teams to support operational readiness. Represent the function within the senior management team and maintain constructive relationships with suppliers, donors, and external stakeholders.

Required Qualifications

Bachelor's degree in Supply Chain Management, Logistics, Business Administration, Operations Management, International Development, or a related field
Master's degree
Minimum 7–10 years of progressive professional experience in supply chain and operations management
Minimum 5 years of management experience in humanitarian or development contexts
Strong experience managing procurement, logistics, warehousing, fleet, assets, and operational support functions
Experience managing multi-location operations in complex and insecure environments
Demonstrated experience leading and developing diverse operational teams
Demonstrated strategic planning, organizational development and change management experience
Experience working with institutional donors and donor compliance requirements
Experience in audit management, compliance monitoring, and operational risk management
Valid driver's license
Must be able to lift 50 lbs
Must be available for weekend shifts
Must be able to travel 30%
Must be willing to relocate to Damascus – Syria Country Office
Must be able to work in a conflict, climate change and disaster impacted environment
