Job Summary
Parsons is seeking a Cost/Schedule/Risk Lead to join a major program and construction management team supporting a large Department of War customer in Huntsville. You will lead the Integrated Master Schedule (IMS), Risk Adjusted Program Cost Estimate, and Risk Management for a multi-billion dollar Federal program, direct cost/schedule/risk staff, assist HR/Talent Acquisition in recruiting and onboarding qualified personnel, and implement program control solutions across a Progressive Design Build project. Responsibilities include tracking field and construction progress KPIs, ensuring reporting to the Program Management Office, driving on-time completion within budget and quality obligations, identifying design, supply chain and construction risks with mitigation strategies, and maintaining overall program risk within the corporate framework. Desired skills include leading CPM scheduling and risk tools (e.g., Primavera P6, Acumen Fuse/Risk, Safran Risk), experience with web-based PMIS (Procore, Kahua, RMS, eCMS), and ability to manage client relationships and deliverables in a matrixed organization. Requirements include a Bachelor’s degree, 15+ years of relevant experience in Federal construction programs, active Secret clearance (with TS/SCI highly preferred), US citizenship, and a valid driver’s license. The role is part of Parsons’ Corporate team and requires ensuring on-schedule progress, budget compliance, safety, and quality, with opportunities for growth and a comprehensive benefits package.
Required Qualifications
- Bachelor’s degree in a related field (Engineering or CM preferred)
- 15+ years of broad and diversified experience with a strong reputation for providing life cycle program management on mega multi-$B Federal construction programs
- Certification(s) ideally pertinent to contract administration, scheduling, risk, or cost estimating
- US Citizenship
- Must be a US Citizen and able to pass required federal background checks
- Must have a valid driver’s license
- Active Secret security clearance (TS/SCI clearance HIGHLY PREFERRED)
- Excellent written and oral communications skills
- Advanced leadership skills with ability to perform in a Senior management capacity
- Strong background in Federal Government contracting, including acquisition and procurement processes related to construction
- Experience with CPM scheduling, cost estimating, cost analysis and qualitative/quantitative risk analysis
- Security clearance requirement noted in posting
- Experience with Primavera P6, MS Project, Acumen Fuse/Risk, Safran Risk, US Cost Success, DCMA processes
- Experience with Procore, Kahua, USACE RMS, NAVFAC eCMS or similar software
