Job Summary

Cost Estimator based at NSA Naples, Italy, supporting U.S. Navy facilities and infrastructure projects. You will develop, review, and validate construction cost estimates throughout the project lifecycle, and prepare Independent Government Estimates (IGEs), Basis of Estimate (BOE) narratives, ROMs, and detailed quantity take-offs. Collaborate with project managers, engineers, architects, A/E firms, contractors, vendors, and stakeholders to ensure estimates align with scope, design, schedules, constructability, market conditions, and contract requirements. Coordinate with contracting activities for bids, change orders, and contract modifications; provide cost analysis and negotiation support. Build and maintain BOE documentation, conduct market research, and review A/E estimates and contractor proposals for accuracy and compliance. Participate in design workshops, estimate reviews, QA, and project meetings to identify cost impacts of design changes and schedule requirements. Related qualifications include DoD/NAVFAC cost estimating knowledge, 5+ years of experience, and a degree in a related field.

Required Qualifications

  • Bachelor's degree in Construction Management, Architecture, Engineering, Cost Estimating, Quantity Surveying, Business, Economics, or a related field is preferred. Formal education or technical training in these disciplines is desirable.
  • Demonstrated hands-on construction cost estimating experience is required, with 3–5 years of design and/or construction experience preferred.
  • Certified Cost Professional (CCP) by AACE International, Tri-Service Cost Consultant registration, or an equivalent construction cost estimating credential is desirable.
  • Minimum 5 years of professional construction cost estimating experience, including new construction, renovation, repair, demolition, maintenance, and construction contract modifications.
  • Knowledge of DoD, DON, and NAVFAC cost estimating policies, procedures, and applicable laws, codes, and regulations.
  • Proficiency with Microsoft Office, Autodesk or similar design-viewing software, cost estimating software, and MII/MCACES, RSMeans, PACES, or similar project management and estimating tools.
  • Ability to develop, organize, document, and present detailed cost estimates, Basis of Estimate (BOE) narratives, market analyses, quality control comments, and cost recommendations.
  • Knowledge of budgeting, planning, project management, and Work Breakdown Structures (WBS), including Uniformat II and MasterFormat.
  • Must have a valid US driver's license.
