Job Summary
Cost Estimator role within HPD's Division of Building and Land Development Services to prepare cost estimates for multi-family new construction and renovated residential buildings using RS Means; review cost estimates and change orders by external consultants; perform value engineering; develop base costs and preliminary budgets; review bid proposals and assist in change-order documentation and negotiations; maintain a historical cost database and ensure accuracy of drawings, scopes of work, and project specifications; support compliance with City, State, and Federal housing regulations for affordable housing projects.
Required Qualifications
- A four-year high school diploma or its educational equivalent approved by a State’s Department of Education or a recognized accrediting organization, and five years of full-time satisfactory experience managing and/or inspecting one or more construction projects with total cost of at least $300,000 per year.
- Or one year of the experience described above and a bachelor’s degree in engineering, engineering technology, architecture, architectural technology, landscape architecture, construction, construction technology, or construction management.
- Or one year of the experience described above and a valid professional engineer license, registered architect license, or registered landscape architect license.
- Or a combination of at least five years of experience described in the first bullet and education described in the second bullet to total five years.
