Job Summary
Develop, review, and refine detailed cost estimates for new construction, renovation, repair, and facility improvement projects at NSA Naples and Bahrain using DoD and NAVFAC cost principles. Prepare Independent Government Estimates, quantity take-offs, and Rough Order of Magnitude estimates that stand up to audit scrutiny. Analyze contractor proposals to advise stakeholders on cost reasonableness and support contract modifications throughout the project lifecycle. Review design documents to identify cost drivers and communicate risks to Project Managers. This role requires five years of construction cost estimating experience, proficiency with tools like RSMeans and PACES, and the ability to travel frequently to austere environments. Full-time position with up to ten ten-day trips per performance period.
Required Qualifications
- At least five (5) years of professional construction cost estimating experience
- Thorough knowledge of construction cost estimating principles, methodologies, and industry standards
- Hands-on experience preparing Independent Government Estimates (IGEs), quantity take-offs, and conceptual estimates
- Experience with DoD, Department of the Navy (DON), and NAVFAC cost estimating policies, procedures, and criteria
- Proficiency with tools such as Microsoft Office, Autodesk software, MII/MCAES, RSMeans, and PACES
- U.S. citizenship
- Valid driver's license
- Ability and willingness to travel frequently to NSA Bahrain
- Ability and willingness to work in austere, physically demanding environments
