Job Summary

Controller oversees the City’s accounting function, ensuring GAAP compliance and integrity of financial operations. Responsible for preparing the Annual Comprehensive Financial Report (ACFR), coordinating the external audit, and producing timely financial reports for internal and external users. Leads budgeting, forecasting, internal controls, and policy implementation; manages journal entries, staff, and interfaces with City Council. Works with the Chief Financial Officer/Treasurer to ensure regulatory compliance, develops and analyzes citywide budgets, salary projections, and service-level reports, and provides training and guidance to Finance Department staff. Strong detail orientation, analytical skills, and professional judgment are required to maintain accurate financial records and reporting across multi-fund accounts.

Required Qualifications

  • Bachelor’s Degree in Public Administration, Accounting, Business, or Financial Management is required
  • Master’s Degree preferred
  • Certified Public Accountant (CPA) or Certified Internal Auditor (CIA) or Certified Government Financial Manager (CGFM) or Certified Management Accountant (CMA) is required
  • Five years’ experience in public accounting or ten years in governmental accounting preferred
  • Two years’ personnel management experience is preferred
