Job Summary

CPSO to join the ICR Security Team and provide support to DoD and Special Access Programs. Must possess an active Top Secret/SCI clearance with current investigation date within 5 years. This multi-faceted security position will be responsible for all aspects of Security as a Contractor Program Security Officer (CPSO). Provide guidance and implementation of contractual security requirements for engineering development labs and multifunction facilities utilizing the National Industrial Security Program Operating Manual (NISPOM), Department of Defense Manual (DoDM) 5205.07 and Department of Defense Directive (DoDD) 5205.11, ICD-705, NRO Security & Counterintelligence Manual (NSCM), and Joint SAP Implementation Guide (JSIG). Responsible for implementing and maintaining applicable security policies and procedures for 32 CFR Part 117/NISPOM, Special Access, and SCI Program activities. Standard Alternate FSO/CPSO duties and responsibilities apply to this position, including, but not limited to, all aspects of processing clearances/accesses, sending and receiving visit requests, document control and accountability, physical/technical security, program security, and security awareness (briefings, debriefings, etc.). Position will also function as part of the COMSEC account management team at the facility. Knowledge of and experience with standard office and position-specific tools is preferred: Microsoft Office suite of products, DISS, TALON, NISS, and personnel security databases (SIMS). Some travel will be required for support, training, and project support responsibilities. Ability to understand and proactively collaborate with key leadership personnel at all levels, in full support of business objectives, while ensuring compliance with US Government and Company directives and policies. Expected to manage all security requirements for complex SAP programs and provide technical expertise concerning all security disciplines. Maintain and develop facilities, in accordance with ICD-705 standards. Will prepare and disseminate security procedures/guidance to all contractors/subcontractors. Will investigate security incidents; prepare reports specifying the potential for loss or compromise, and work with customer to execute any corrective or disciplinary actions required. Will manage project milestones from a security aspect to support the overall program. Will be required to conduct self-inspections and provide corrective action plans to the customer. Will interpret security policy on matters pertaining to processing, dissemination, and control of classified materials, acting as liaison between sponsor and contractors. Will draft, review and release official outgoing correspondence for the project ensuring compliance with security classification guides. Requires excellent verbal and written communication skills in order to prepare and deliver briefings/training to contractors and customer personnel. Must apply experience in supporting security concepts, principles and practices, to analyze and resolve security issues. Collaborate and assist the ISSO/ISSM on implementation as needed. Requested Skills/Experience include active TS/SCI clearance, 3+ years in Industrial Security, DoD/IC manuals familiarity, SAP/SCIF/ICD-705 experience, and ability to travel; remote work not authorized.

Required Qualifications

  • Active Top Secret/SCI clearance with current investigation date within 5 years

  • General understanding of Program Security, Personnel Security, Physical/Technical Security and Document Control
  • Initiative to identify requirements, analyze problems and provide detailed solutions
  • Ability to be self-driven and lead by example
  • Ability to multi-task in a fast-paced environment and work under pressure
  • Flexible work hours and availability for some travel
  • U.S. Citizenship required
  • Ability to transfer/obtain/maintain a U.S. government (TS//SCI and/or SAP) security clearance required
