Job Summary

Manage procurement and acquisition activities for design and construction packages by formulating structured acquisition strategies and preparing solicitation documentation. Conduct market research to identify sourcing opportunities, perform detailed proposal evaluations, and negotiate project modifications and complex contract claims. Provide comprehensive pre-award and post-award oversight, review technical project submittals, and execute closeout procedures while maintaining organized project repositories for audit readiness. Advise internal stakeholders on acquisition planning and regulatory frameworks, interface with architects, engineers, and military staff, and track regulatory updates to ensure compliance with federal acquisition regulations. Requires a Secret security clearance, U.S. citizenship, and proficiency in enterprise procurement software and financial databases.

Required Qualifications

  • Bachelor's degree or higher from an accredited institution, including at least 24 credit hours in Accounting, Business, Finance, Law, Economics, Contracts, or Management
  • Minimum of 2 years of professional procurement experience specifically focused on construction and design acquisitions
  • Proven competency in at least two of the following areas: Developing comprehensive acquisition strategies, Preparing formal procurement solicitation documents, Analyzing financial proposals and engineering change requests, Negotiating project modifications or structural agreement terms, Monitoring provider performance against complex completion schedules
  • Must possess and maintain an active Secret security clearance
  • United States citizenship
  • Valid state-issued driver's license to travel independently between local project and construction sites
  • Deep familiarity with federal acquisition regulations, agency supplements, and cradle-to-grave procurement lifecycles
  • Proficiency in enterprise procurement software, financial databases, and file-sharing repositories (such as CON-IT, DEAMS, KTFS, SAM, PIEE, CPARS, and FPDS)
  • Strong written and verbal communication skills tailored for technical personnel, executives, and external stakeholders
  • Advanced proficiency in word processing, spreadsheet formulas, and database management tools
  • Strong aptitude for financial cost/price analysis, business process research, and data gap resolution
  • Ability to interpret, reference, and leverage Geographic Information Systems (GIS) mapping data
  • Exceptional capabilities in project file organization, administrative tracking, and multi-task scheduling
  • Exceptional verbal and written communication skills, with a proven ability to facilitate meetings, present to stakeholders, and translate complex technical architecture into plain business logic
  • Highly proficient in business software applications (i.e.: Microsoft Office – Outlook, Word, Excel, Project, SharePoint, and PowerPoint)
  • Strong ability to lead, guide, and mentor personnel and multi-task
  • Position requires sitting, for long periods of time
  • Most duties require extended use of a keyboard and computer monitor
