Job Summary
Prepare and issue requests for proposals, invitations to bid, and requests for quotes for public service contracts. Evaluate bids and proposals to ensure compliance with procurement requirements, then collaborate with stakeholders to develop scope of work documents and define contract terms. Coordinate negotiations with vendors and legal counsel, while maintaining accurate documentation of files, amendments, and correspondence. Monitor contract performance, timelines, and expenditures to ensure alignment with budgetary constraints and regulatory obligations. Resolve disputes related to contract interpretation and performance discrepancies, and generate reports summarizing contract status for management review. Process invoices and track payments to support administrative functions.
Required Qualifications
- Associate's degree from an accredited college or university in public or business administration, finance, supply chain management, or a closely-related field
- One year of experience administering, developing, evaluating, and/or writing contracts
- Valid driver license at time of application
- Valid AZ driver license at time of appointment
Desired Qualifications
- Minimum two (2) years experience with government or large business procurement processes, including procurement laws and policies
- Minimum two (2) years experience with principles and practices of contract development and administration
- Minimum two (2) years experience analyzing and evaluating procurement contract usage needs and comparing procurement methods to procure the best contract for our customers
- Minimum two (2) years experience with automated databases, creating/maintaining spreadsheets, reports, or other processing programs for accurate data keeping pertaining to procurement contracts
- Minimum two (2) years experience generating purchase requisitions, soliciting quotations, tabulating bids, and developing purchase specifications for industrial goods and services
