Contract Specialist

Job Summary
Advise on terminations for convenience or default of contracts, preparing required documentation including notices, determinations, findings, negotiation memoranda, and settlement agreements. Interpret and apply FAR and USAID supplemental regulations while processing actions in USAID's contracts and financial management system. Coordinate with the Office of General Counsel, technical teams, and implementing partners to manage the termination process, assessing financial, contractual, and programmatic implications to recommend risk mitigation strategies. Ensure post-termination actions, including audits, final payments, and closeouts, are completed in compliance with USAID policy. Develop guidance, templates, and training materials to strengthen USAID's institutional approach to award terminations. Work on-site three days per week in the Washington DC area.
Required Qualifications
- FAC-C Professional or CFCM certification
- At least 5 years' of experience in US government contract management
- At least 1 year of experience terminating contracts
- At least 1 year of experience negotiating termination settlements
- Bachelor's degree in Business
- No USAID experience
- Public Trust Security Clearance
Desired Qualifications
- Capability to quickly assimilate new information and become proficient in topics for which they may not have knowledge, e.g. Government to Government, Title II, Interagency Awards, and Public International Organizations
