Job Summary
Contract Specialist (Procurement Dept) in Portsmouth, VA. Under general supervision, administers and coordinates pre-award and post-award procurement for city departments; writes Requests for Proposals (RFPs) to meet city/internal needs; analyzes bids and proposals; collaborates with supplier representatives to clarify bid requirements and respond to inquiries; maintains and renews contracts; drafts new contract templates with the City Attorney; processes requisitions and change orders; translates specifications into appropriate acquisition formats (RFP/IFB/RFQ); and stays current on product-purchasing innovations. Requires a Bachelor's degree in a related field, 3-4 years of governmental purchasing/contract management experience, and Virginia Contract Officer certification within 24 months; valid driver’s license with clean DMV Records.
Required Qualifications
- Bachelor's Degree in Public Administration, Business Management, Contract Management, or a related field
- 3-4 years of experience with governmental purchasing or contract management
- Virginia Contract Officer (VCO) within 24 months of employment or equivalent certification
- Valid Virginia or NC driver’s license
- Clean DMV Records
