Job Summary
Contract and Procurement Specialist (Employer Services) leads procurement planning, development of solicitation documents, evaluation and awarding of contracts and grants to support employer services across Alberta. Builds and maintains relationships with internal teams, service providers, employers, and community stakeholders to align procurement with labour-market needs; negotiates terms, budgets, and risk mitigation; monitors contracts for compliance, deliverables, and financial performance; and contributes to strategic planning, data-driven program improvement and reporting. Requires university graduation in a related field and several years of related experience in writing, contract management/negotiations, and program evaluation. Not a remote role; based in Edmonton, Alberta.
Required Qualifications
- Minimum Recruitment Standard: University graduation in a related field (Social Sciences, Social Work, Human Services, Business Administration, Public Administration, Economics or related field)
- Four years of progressively responsible related experience in writing, particularly in responding to Action Requests, writing briefing materials, planning, contract management/negotiations, consulting, program evaluation, financial administration, and working with community-based resources
- Experience in labour market attachment programming and assisting Albertans in their continuum towards employment (preferred)
- Experience in stakeholder engagement and consultation with employers in building more inclusive labour markets (preferred)
- Solid knowledge of service procurement practices within Government of Alberta or broader public sector environments (preferred)
- Advanced proficiency with Microsoft Office tools, particularly Excel, AI, and other tools for reporting, analysis, and financial tracking (preferred)
- Familiarity with IT solutions including web-based applications for client interaction tracking and contract/grant management (preferred)
- Experience working with service providers, community organizations, or multi-stakeholder partnerships to support service delivery (preferred)
- Strong analytical skills with experience interpreting data and identifying trends (preferred)
