Consultant (International Database Expert)

Job Summary
Assess existing fisheries databases and FMIS to identify gaps, then design and support development of national and regional information systems. Develop data architecture, standards, and sharing protocols to ensure interoperability between systems while advising on digital platforms and cloud solutions. Establish data governance and quality control procedures, then deliver training and technical guidance to fisheries stakeholders. Coordinate with the Project Management Unit, national agencies, and regional partners to align systems with the Ecosystem Approach to Fisheries. Submit inception and assessment reports, database design packages, and final technical recommendations by August 26, 2026. This 12-month consultancy supports the RedSeaFish project funded by the Global Environment Facility to strengthen sustainable fisheries management across the Red Sea Large Marine Ecosystem.
Required Qualifications
- Advanced degree in Information Systems, Data Science, Computer Science, Fisheries, or related field
- Minimum 10 years of proven experience in Fisheries database and information system development
- Strong expertise in database design, data integration, and system architecture
- Experience with cloud-based and web-based systems
- Strong analytical and problem-solving skills
- Proven experience in capacity building and stakeholder engagement
- Excellent communication and report-writing skills (English)
Desired Qualifications
- Proven experience in fisheries, environmental, or natural resource data systems is an asset
- Familiarity with fisheries data systems / FMIS is desirable
- Demonstrated experience with GEF and/or FAO is preferred
