Consultant for the Development of the Module on People-Centered Justice (Locally Recruited)

Job Summary
Conduct a comprehensive review of existing Justice Zone documentation to identify skills requirements, best practices, gaps, and priority areas. Draft a Core Curriculum Package for Module 4: People-Centered Justice, including outlines, slide decks, facilitator guides, workbooks, and assessment tools. Facilitate a formal validation session to produce a report documenting stakeholder feedback and a revised curriculum package. Prepare the finalized Curriculum Suite and a Final Report containing the Pilot Implementation Report with outcomes and recommendations. This deliverables-based contract supports the EU-GOJUST Programme's goal of improving access to justice in the Philippines through capacity-building for justice sector institutions.
Required Qualifications
- Degree in law, public administration, human rights, gender studies, governance, development studies, or related fields
- At least 10 years of relevant professional experience in public sector governance, justice sector reform, institutional capacity building, or human rights/GESI programming
- Experience in developing training curricula, modules, manuals, standards, or operational guidelines for multi-agency or multi-stakeholder environments
- Experience working directly with government justice institutions, local government units (LGUs), and civil society organizations (CSOs)
- Experience facilitating workshops, consultations, simulations, role-plays, and participatory learning processes tailored to adult learners
- Ability to integrate gender equality, social inclusion (GESI), and human rights principles into institutional frameworks or training designs
- Excellent command of written and spoken English and Filipino
- Strong analytical and writing skills, with a demonstrated ability to translate complex inter-agency legal frameworks, institutional mandates, and human rights/GESI concepts into clear, highly practical operational guidance
- Excellent facilitation, diplomacy, and stakeholder engagement skills, with the capacity to build relationships and constructively manage differing institutional mandates and disagreements across agencies
- Strong understanding of local governance systems, inter-agency coordination mechanisms, public accountability, and people-centered justice practices
- Strong organizational, multi-tasking, and time management skills to ensure delivery across multiple foundational modular components
Desired Qualifications
- Prior experience working with EU-funded or IDLO projects
- Direct experience working with or providing technical assistance to the Justice Zones
