Job Summary
Conduct an independent evaluation of the "Enhancing Border Management Capacity" project from April 2022 to March 2026, assessing its relevance, effectiveness, efficiency, and impact on Pakistan's border management institutions. Execute mixed-methods data collection including desk reviews of project documentation, quantitative analysis of monitoring results, and qualitative fieldwork via key informant interviews, case studies, and structured observations across Balochistan, Khyber Pakhtunkhwa, Punjab, Sindh, and Islamabad. Generate evidence-based findings and actionable recommendations to support organizational learning, accountability to donor and government stakeholders, and future programming improvements within the Migration Management Division.
