Construction Surveillance Engineer Technician

Job Summary
Coordinate outage requests, excavation permits, and haul routes while liaising with base personnel and tracking delays. Inspect workmanship and materials, review submittals and daily reports, and monitor compliance with contract documents, safety requirements, and environmental protections. Prepare Construction Representative's Reports, develop quality assurance plans, and document progress using the eCMS system. Attend quality control, partnering, and safety meetings to resolve technical issues with contractors and Navy clients. Maintain working files and ensure seamless coordination of field activities across multiple trades and departments.
Required Qualifications
- A minimum of five (5) years of experience as a Quality Control Manager or Superintendent working for a General Contractor on NAVFAC or USACE projects
- A minimum of ten (10) years of experience working as a Foreman in one or more of the following trades: carpentry, electrical, roofing, HVAC, plumbing, or concrete on commercial/industrial/military projects valued in excess of $5 million
- Residential experience does not qualify
- A minimum of five (5) years of experience working as a Journeyman in one or more of the following trades: carpentry, electrical, roofing, HVAC, plumbing, or concrete
- Specialized training for Construction Quality Verification or completed an equivalent course
- Ability and experience in the inspection of materials, workmanship and construction and installation of various systems within the inspector's area of expertise
- Knowledge of safety practices in the construction industry, including a background of familiarity with USACE (EM-385-1-1) and OSHA safety requirements
- Completed 30 Hour OSHA Construction Training within the past 2 years
- Must hold a certificate in USACE Construction Quality Management (CQM) for Contractors Training (maintain valid 5-year certificate) or obtain certification within 60 days of onboarding
- High school diploma or GED is required
- A valid driver's license
