Job Summary
Coordinate construction oversight and quality assurance on-site for NAVFAC projects, ensuring compliance with contract specifications, drawings, and safety standards. Inspect workmanship and materials, review submittals and daily reports, and prepare Construction Representative's Reports. Manage electronic submittals via eCMS, track outage requests and permits, and resolve technical issues with contractors and base personnel. Monitor environmental and safety compliance, document daily activities, and attend quality control and partnering meetings. Perform moderate physical duties including walking uneven surfaces, climbing ladders, and lifting up to 50 lbs. Requires 5+ years of QC experience on NAVFAC/USACE projects or equivalent trade experience, plus valid USACE CQM certification.
Required Qualifications
- A minimum of five (5) years of experience as a Quality Control Manager or Superintendent working for a General Contractor on NAVFAC or USACE projects
- A minimum of ten (10) years of experience working as a Foreman in one or more of the following trades: carpentry, electrical, roofing, HVAC, plumbing, or concrete on commercial/industrial/military projects valued in excess of $5 million
- Residential experience does not qualify
- A minimum of five (5) years of experience working as a Journeyman in one or more of the following trades: carpentry, electrical, roofing, HVAC, plumbing, or concrete
- Specialized training for Construction Quality Verification or completed an equivalent course
- Competent computer skills for network data entry
- Proficiency in using computer software programs such as Microsoft Word, Excel, and Outlook, as well as Adobe Acrobat Professional
- Average agility and dexterity
- Ability to communicate in English effectively orally and in writing
- Experience in maintaining official construction site records
- Experience in conducting meetings to resolve problems on construction projects and briefing clients and management personnel
- In depth knowledge of construction practices and workmanship, including experience in proper uses of construction materials and installation methods
- In depth experience interpreting construction drawings and specifications on construction projects
- Experience in making materials take-offs for construction work
- Ability and experience in the inspection of materials, workmanship and construction and installation of various systems within the inspector's area of expertise
- Knowledge of safety practices in the construction industry, including a background of familiarity with USACE (EM-385-1-1) and OSHA safety requirements
- Completed 30 Hour OSHA Construction Training within the past 2 years
- Must hold a certificate in USACE Construction Quality Management (CQM) for Contractors Training (maintain valid 5-year certificate) or obtain certification within 60 days of onboarding
- High school diploma or GED is required
- A valid driver's license
- Must be able to stoop, kneel, reach, walk, lift, grasp, feel, talk, hear, and perform repetitive motions
- Must be able to hear audible safety alarms
- Must have adequate visual acuity to perform above listed tasks in a safe manner and perform activities such as viewing a computer terminal and extensive reading
- Must be able to exert up to 50 pounds of force occasionally and up to 20 pounds of force frequently, and/or a negligible amount of force constantly to lift, carry, push, pull or otherwise move objects, including the human body
- Must be able to perform moderate walking over rough, uneven or slippery surfaces
- Must be able to perform recurring bending, crouching, stooping, stretching, climbing ladders, walking up and down several flights of stairs or similar activities
- Must be able to perform recurring lifting of moderately heavy objects less than 50 lbs. such as testing or measuring equipment
- Must be able to perform regular visits to construction sites
