Job Summary

Manage and coordinate design and construction contracts for LRT projects by scheduling design reviews, compiling technical comments, and conducting field investigations. Administer construction administration including procurement, contract monitoring, invoice approval, and monitoring progress to ensure completion on time and within budget. Provide guidance to Resident Engineers and Engineering Design staff on compliance with specifications, while resolving design conflicts between the City and HRT. Coordinate private utility relocations, site plan reviews, and project scheduling with general contractors and subcontractors. Serve as a liaison between City officials, HRT staff, and contractors, attending public meetings to address citizen inquiries and complaints. Maintain project status reports, cost estimates, and records in compliance with agency policies.

Required Qualifications

Bachelor's degree or equivalent experience in construction management, engineering, project management, or architecture
Must have significant experience in a lead role in managing the design and construction of a large-sized, complex project
Requires knowledge of mapping programs (GIS), AutoCAD, and other desktop programs (Access, Excel, Word, Power Point) for creation of maps, presentations, and charts
Must be able to read, write, and understand technical diagrams, schematics, and verbal/written instruction
Must have strong mathematical skill
Must have experience with preparing technical reports
Must have public speaking skills for interacting with citizens, consultants, public officials and for making community presentations
Requires ability to establish and maintain effective working relationships with others
Requires the ability to communicate effectively both orally and in writing
Proficiency in using computer systems and the listed software applications associated with performance of assigned work

Must be able to pass federal government background screening process for local military installation access
