Job Summary
Manage projects from inception through close-out, ensuring adherence to budget, schedule, and approved scope while communicating expectations to stakeholders. Lead design contract management, oversee scope development, and coordinate design reviews with regulatory agencies to ensure compliance with federal, state, and local guidelines. Supervise multiple projects concurrently, facilitating team methods to define scope and goals, and holding weekly meetings with consultants and general contractors. Identify potential problems, establish corrective actions, and track deliverables using project control tools to report progress and variances. Verify budget allocations, issue requisitions, and review contractor invoices until payment issuance. Maintain accurate project records, manage change orders, and review close-out documents for adherence to contract standards. Serve as a mentor to other project managers and respond to crisis situations twenty-four hours a day, seven days a week.
Required Qualifications
- Graduation from an accredited college or university with a Bachelor's degree in Architecture, Engineering, Construction Management or related field
- Minimum 4 years of responsibility in a project manager role for construction and or building maintenance projects
- Excellent communication (written, verbal, and interpersonal) skills
- Negotiation skills
- Effective problem-solving skills
- Excellent organizational and planning experience
- Ability to meet schedule and budget commitments in a dynamic environment
- Valid driver's license
- Ability to travel to project sites
- Demonstrated ability to successfully manage multiple projects
- Proficient use of MS Office
- Minimum OSHA 30-Hour certification
- Must be insurable by JHA's insurance
- Strong knowledge of the principles, practices, and regulations within city and state building codes
- Strong knowledge of NFPA and local fire codes
- Knowledge of HUD and organizational regulations, policies, and procedures
- Knowledge of Microsoft Office Suite, copier, printer and fax
- Ability to understand and follow oral and written instructions
- Ability to read, understand, and apply HUD and organizational rules, policies, procedures, and instructions
- Ability to communicate orally and in writing
- Ability to establish and maintain effective working relationships with the residents, businesses, and other organizations
- Ability to use sound judgment in order to make decisions in accordance with established procedures and guidelines
- Skilled in analyzing situations in order to identify problems and offer possible solutions
- Must be available to respond to crisis situations twenty-four hours a day, seven days a week
- A successful applicant will be required to pass a background check including but not limited to employment history, criminal record and driving record
- May be subject to a pre-employment drug screening
Desired Qualifications
- Preferably for City of Jacksonville agencies or HUD projects
- A working knowledge of federal, state and local housing regulations and budgeting/accounting principles
- PMP and CCM Certifications
