Job Summary
Lead and manage all phases of the project development lifecycle for assigned capital and tenant improvement projects, from programming through closeout. Plan, direct, and coordinate project delivery activities using industry-standard methodologies and the Ingenious.Build platform. Define project scope, objectives, and milestones; maintain accurate status reporting; and conduct project meetings to track action items, risks, issues, RFIs, submittals, and change orders. Serve as the primary client-facing point of contact for third-party vendors, design consultants, general contractors, and regulatory agencies. Develop and manage construction budgets, schedules, detailed work packages, and resource plans across multiple concurrent projects. Lead selection, preparation, and negotiation of contractual agreements in compliance with federal 2 CFR Part 200 requirements. Apply for and obtain required permits while coordinating with jurisdictional authorities including HCAI/OSHPD. Ensure adherence to quality standards, infection control protocols, and Life Safety Code requirements during construction. Monitor contractor and consultant performance against scope, schedule, and budget; oversee site safety compliance, materials management, and site inventories.
Required Qualifications
- Bachelor of Architecture (B.Arch) from an accredited institution, or Bachelor of Science in Engineering (Civil, Structural, Mechanical, Electrical, or related discipline) from an accredited institution, or Bachelor of Science in Construction Management from an accredited institution
- Minimum 5 years of construction project management experience managing complex, multi-phase projects with budgets exceeding $2 million
- Minimum 2 years of experience in healthcare facility construction, medical clinic development, or Federally Qualified Health Center (FQHC) environments
- Demonstrated experience across the following project categories: - 1. Medical clinic ground-up construction and tenant improvement - 2. Office tenant improvement, remodels, and adaptive reuse - 3. Regional multi-site construction programs with similar scope and delivery methods
- Demonstrated experience managing projects subject to HCAI/OSHPD 3 or equivalent regulatory oversight
- Proficiency in reading, interpreting, and redlining architectural drawings, structural plans, and MEP specifications
- Working knowledge of AIA contract documents, GMP contract structures, and owner's representative responsibilities
- Experience with federal grant-funded construction projects and familiarity with 2 CFR Part 200 procurement compliance
- Proficiency in construction project management software; experience with Ingenious.Build, Procore, or equivalent platform
- Proficiency in CAD or BIM software (Revit, AutoCAD, or equivalent)
- Demonstrated experience managing fast-track construction projects with aggressive timelines and multiple concurrent stakeholders
- Ability to read, interpret, and apply building codes including CBC, CFC, CMC, CPC, and CEC
- Strong written and verbal communication skills; ability to prepare and present project reports, executive summaries, and regulatory correspondence
- Intermediate to advanced proficiency in Microsoft Office 365
- Traveling between sites and other locations
- Must have a car, a valid California driver's license, and proof of minimum levels of car insurance as required under California law
- An acceptable driving record
Desired Qualifications
- Minimum 2 years of experience in healthcare facility construction, medical clinic development, or Federally Qualified Health Center (FQHC) environments strongly preferred
- Demonstrated experience managing projects subject to HCAI/OSHPD 3 or equivalent regulatory oversight preferred
- Experience with federal grant-funded construction projects and familiarity with 2 CFR Part 200 procurement compliance preferred
- Proficiency in CAD or BIM software (Revit, AutoCAD, or equivalent) preferred
- Project Management Professional (PMP) certification
- Engineer-in-Training (EIT) certification or active PE licensure
- LEED AP or equivalent sustainability credential
- Experience with HCAI/OSHPD project delivery and regulatory compliance
- The successful candidate will have a demonstrated commitment to community medicine and providing culturally competent care to the medically underserved
