Job Summary
Monitor field construction activities, review contractor performance, and track submittals and RFIs for the VA's EHRM Infrastructure Upgrades project at Doris Miller Veterans Affairs Medical Center. Coordinate with stakeholders, A/E representatives, and the General Contractor to resolve issues, maintain daily logs, and support inspections while ensuring compliance with VA standards and codes. Submit daily inspection reports, schedule reviews, and observation documentation electronically to the COR, manage long-lead item tracking, and assist with commissioning activities. Provide full-time on-site support, including potential day, night, weekend, or holiday coverage, while maintaining appropriate contractual boundaries.
Required Qualifications
- Bachelor's degree from an accredited institution in construction management, engineering, architecture, or a related field
- at least 10 years of progressively responsible construction field experience
- Minimum of five years of verifiable construction work experience directly related to field construction activities, quality assurance, and monitoring contractor performance on projects of similar size and complexity
- Successful construction management or similar role experience on at least three projects of comparable scale and difficulty
- Working knowledge of construction practices, site operations, general contractor and subcontractor coordination, and field quality assurance
- Ability to prepare, analyze, and identify incongruities and deficiencies in contractor work in relation to construction documents and baseline schedules
- Communication, language, and software skills sufficient to use construction management and scheduling software, standard office applications, and reporting tools
- Ability to monitor work progress, identify deficiencies, document corrective actions, and support field issue resolution
- Ability to prepare clear inspection reports, observation reports, field logs, RFI tracking records, deficiency lists, and written recommendations
- Familiarity with VA project delivery, VA Technical Information Library standards, The Joint Commission (TJC), healthcare coordination, OSHA requirements, and project controls practices
- Ability to obtain and maintain required VA access credentials, including PIV/visitor badge requirements and favorable NACI background check
- Ability to obtain access to VA construction management software through the Facilities Engineering office and use required systems for project correspondence and reporting
- Complete OSHA 30-hour safety training within 60 days of Notice of Award
- complete required VA cybersecurity and privacy awareness training within required contract timeframes

- Comply with VA information release restrictions, Government ownership of contract deliverables, and any required non-disclosure or conflict-of-interest requirements
- Full-time on-site support at Doris Miller Veterans Affairs Medical Center, 4800 Memorial Drive, Waco, TX 76711
- Day, night, weekend, holiday, or after-hours support
- Base year plus one option year
Desired Qualifications
- Professional credentials such as Certified Construction Manager (CCM), Project Management Professional (PMP), Professional Engineer (PE), Registered Architect (RA), or comparable construction/quality credential
- VA, federal healthcare, EHRM infrastructure, occupied-facility construction, construction management software, or comparable regulated healthcare project experience
