Job Summary
Oversee day-to-day construction activities including field inspections, schedule monitoring, quality control, and safety compliance while managing RFIs, submittals, change orders, and project documentation. Review drawings and specifications to ensure work aligns with requirements, monitor cost and schedule performance, and coordinate commissioning for project closeout. Maintain clear communication with stakeholders, provide accurate reporting on progress and risks, and develop phasing plans to minimize disruption during renovation within operational healthcare facilities. This role supports a healthcare modernization project in Philadelphia, requiring onsite presence at an active construction site.
Required Qualifications
- Owner's Representative experience
- Federal construction experience
- Healthcare, renovation, or infrastructure modernization project exposure
- Highly organized and detail-oriented mindset
- Ability to identify issues early
- Ability to take ownership of resolutions
- Ability to effectively manage multiple project priorities
- Comfort working directly with owners, contractors, architects, engineers, and other stakeholders
- Ability to confidently evaluate cost, schedule, quality, and construction risk
- Ability to communicate potential impacts to project leadership
- Strong knowledge of construction practices
- Ability to work independently in the field
- High standard of documentation and accountability
- Proficiency with Microsoft Office
- Proficiency with construction scheduling tools such as Microsoft Project or Primavera P6
- Bachelor's degree in construction management, Engineering or Architecture from an accredited University
- Minimum of six (6) years of professional experience working as an Architect, Engineer, or Construction Manager
- OSHA 30 certification
- Fifteen (15) years of directly related construction management experience (substituting for education)
- Familiarity with construction practices, quality assurance, scheduling, cost management, and change management
- Demonstrated ability to exercise independent judgment in administrative, financial, and compliance matters
- Strong written, verbal, and organizational communication skills
- Full-time onsite work at an active construction site and office environment
- Ability to sit, stand, walk, and use standard office equipment
- Successful completion of background checks
- Compliance with federal and VA suitability requirements
- Adherence to all site safety, security, and confidentiality policies
Desired Qualifications
- Exposure to healthcare, renovation, or infrastructure modernization projects (preferred over general federal experience)
- CCM, PMP, PE, or equivalent construction management credentials
- Experience supporting regulated environments (federal, healthcare, or institutional)
- Examples or documentation of completed projects demonstrating relevant experience
