Job Summary
Manage construction activities for assigned healthcare facility projects from pre-construction through project completion. Coordinate with VA personnel, architects, engineers, contractors, and stakeholders to ensure successful project execution. Review construction documents, drawings, specifications, submittals, RFIs, change orders, and contractor proposals. Monitor contractor performance, construction quality, safety, schedule, and cost throughout the project lifecycle. Conduct routine site visits to verify work progress and compliance with project requirements. Evaluate work in place and provide recommendations regarding payment applications. Assist in preparing and maintaining project schedules, cost reports, risk assessments, and project documentation. Identify project risks and proactively notify the Government of potential impact delays, code violations, or construction issues. Participate in Quality Assurance Surveillance Program (QASP) activities and ensure compliance with contract requirements. Review and recommend modifications to project scope, schedules, and budgets when necessary. Ensure compliance with applicable building codes, life safety requirements, permitting regulations, and federal construction standards. Support project closeout activities, punch lists, commissioning coordination, and final documentation.
Required Qualifications
- Bachelor's degree in Engineering, Architecture, Construction Management, or a related technical field from an accredited institution
- Fifteen (15) years of directly related construction management experience
- Minimum six (6) years of professional experience as a Construction Manager, Architect, or Engineer
- Minimum seven (7) years managing facility construction projects
- Minimum three (3) years of field experience performing construction management on projects of similar size and complexity
- Demonstrated knowledge of building codes and permitting requirements
- Demonstrated knowledge of construction methods and materials
- Demonstrated knowledge of quality control processes
- Demonstrated knowledge of construction scheduling
- Demonstrated knowledge of cost estimating and budgeting
- Demonstrated knowledge of risk management
- Ability to review construction documents and provide professional recommendations regarding scope changes and project execution
- Experience evaluating completed work for payment and progress verification
- Strong written and verbal communication skills
- Candidates should be prepared to provide examples of three (3) projects of similar size, complexity, and scope where they served in a comparable role
- Must demonstrate the ability to proactively identify project risks, code issues, schedule impacts, and construction concerns while providing practical, professional recommendations

Desired Qualifications
- Experience supporting Department of Veterans Affairs (VA), Department of Defense (DoD), or other federal healthcare construction projects
- Medical facility construction experience
- Knowledge of infection control and healthcare renovation procedures
- Experience working in occupied healthcare environments
- Proficiency with Microsoft Office, Primavera P6, Microsoft Project, Procore, Bluebeam, or similar construction management software
- OSHA 30-Hour Certification
- Experience supporting federal construction projects, particularly healthcare environments, is highly preferred
