Job Summary

Construction Manager for a design-build seawall rehabilitation project. Responsibilities include overseeing on-site construction activities from barges and landside, supervising removal and replacement of seawalls, coordinating with subcontractors, ensuring compliance with contract requirements, plans and specifications, managing cost estimates and change orders, performing schedule and progress analyses, and facilitating negotiations with the Government. Requires OSHA 30-hour safety training, 10+ years in construction with maritime experience, ability to read contracts and drawings, proficiency with CM software and estimating tools, and strong coordination across government agencies. Required Qualifications

  • OSHA 30-hour construction safety training
  • experience with construction management software
  • ability to read interpret and understand construction contracts plans and specifications
  • minimum 10 years of construction industry experience including seawalls/maritime construction
  • ability to perform cost estimates and analyze proposals
  • ability to draft and manage scope changes and negotiations with Government and contractor
  • ability to perform schedule and time-impact analyses
  • ability to conduct pre-inspections inspections and post inspections
  • ability to manage documentation, proposals, and technical analyses
  • ability to work on-site from 2-year 9-month PoP and ensure compliance with FAR Part 3
  • financial acumen for cost breakdowns by labor materials equipment overhead and profit
  • experience with RS Means, PlanSwift or similar estimating software
  • ability to communicate effectively and coordinate with multiple stakeholders
  • proven track record in construction management of complex projects
  • familiarity with government procurement processes and contracting clauses
  • experience in maritime/seawall construction and related disciplines
  • ability to identify and manage risk and change orders
  • ability to develop scoping documents for modifications
  • experience with bid analysis and proposal development
  • knowledge of building codes and safety regulations
