Job Summary
Construction Inspection Operations Manager responsible for directing and growing the on-site construction inspection group across PennDOT District 6-0, 5-0, City of Philadelphia, DRPA, and surrounding regions. Focus areas include business development, quality control/quality assurance, staff utilization, recruiting and development, financial management, and production/project oversight for Roadway, Bridge, Rail and Transit, Water and Wastewater, and Construction Inspection projects. Lead the Construction Inspection practice as a seller/doer while assigned as Project Manager or Construction Manager, mentoring and guiding field personnel and support staff, maintaining client relations, and ensuring adherence to PennDOT policies and procedures. Requires deep PennDOT knowledge and ability to develop and monitor budgets, staffing, and departmental goals; lead compliance with quality management and SOPs; deliver projects on time, safely, and under budget, with 15+ years of relevant experience and a relevant engineering/construction leadership background.
Required Qualifications
- Bachelor’s degree in Civil Engineering, Construction Management, and/or related field
- 15+ years of PennDOT Construction Inspection and/or Construction Management experience with highway construction and/or bridge construction
- PA Professional Engineer (PE) preferred or NICET level III/IV Highway Construction Inspection certification is required
- Prior Construction Management/Resident Engineering experience and positive working relationships with PennDOT or City of Philadelphia
- Experience delivering large construction projects valued between $30 - $200M+
- Working knowledge of ECMS, MC-Docs, E-builder, Microsoft Office Suite, BlueBeam, Adobe Pro, and Scheduling Platforms
