Job Summary
Coordinate construction quality management programs for assigned projects by reviewing contractor quality control plans, monitoring three-phase checklists, and validating material quantities before Government invoice payments. Witness critical system testing and commissioning for mechanical, electrical, fire, and structural systems while ensuring workmanship meets specifications. Perform site safety assessments, review activity hazard analyses, and enforce compliance with NAVFAC P-307 crane safety requirements. Manage contractor relationships to resolve problems, coordinate permits, and facilitate partnering sessions between contractors and Support Command. Review pre-final drawings, annotate daily reports, and verify as-built drawings for invoice accuracy. Conduct on-site visits to assess constructability and coordinate facility turnkey training for owner personnel.
Required Qualifications
- US Citizenship and the ability to obtain/maintain a NACI/CAC
- Certification: Must successfully complete the US Army Corps of Engineers (USACE) Construction CQM Certification within 60 days of start date
- Must be familiar with crane safety requirements and NAVFAC P-307 (Management of Weight Handling equipment)
- A minimum of 5 years of verified experience as a Quality Control Manager working for General Contractors on NAVFAC or US Army Corps of Engineers (ACOE) projects OR 10 years of verified foreman experience in one or more of the following trades: Concrete, Mechanical, Electrical, Masonry, or Carpentry on commercial/industrial/military projects; residential expertise does not qualify
- A minimum of a High School diploma
- Must be able to stand, walk, bend, stoop, crouch, crawl, navigate across uneven ground that is common at construction sites and climb for extended periods as well as when traveling to and from job sites
- Must be able to lift, carry, push, and pull materials and equipment weighing up to 50 pounds regularly
- Must be able to work both indoor/outdoor (with exposure to the elements)
- Must be able to work in confined spaces and under varying environmental conditions, including heat, cold, humidity, rain, wind, dust, and noise
- Must be able to wear and use required personal protective equipment (PPE) such as hard hats, safety glasses, gloves, hearing protection, steel-toed boots, fall protection safety vests and high-visibility reflective safety vests
- Must have sufficient visual and auditory acuity to perform tasks safely and effectively, including reading instruments, recognizing hazards, and communicating on active construction sites
- Must be able to drive company or personal vehicles to and from field locations, sometimes multiple times per day, and may be required to work variable shifts depending on project needs
