Job Summary
Temporary Construction Analyst role in West Virginia supporting the Disaster Case Management Program. Responsible for developing accurate construction cost estimates, coordinating repair and rebuilding solutions, reviewing scopes of work, providing technical guidance on repair feasibility and sequencing, supporting LTRGs and VOAD partners in identifying construction resources and volunteer labor opportunities, and ensuring all construction-related documentation is complete and defensible. Requires 2+ years of construction/cost analysis experience, residential construction knowledge, FEMA DCMP familiarity, knowledge of 2C.F.R 200, 44 C.F.R, and the Stafford Act; proficiency in MS Word and Excel; strong communication; valid driver’s license; ability to pass a background check; and ability to travel statewide in West Virginia. This is a temporary opportunity.
Required Qualifications
- Minimum two (2) years of experience in construction and cost analysis
- Working knowledge of residential construction methodologies and materials
- Experience developing cost estimates for home repair and rebuilding projects
- Specific knowledge of FEMA’s Disaster Case Management framework
- Knowledge of 2C.F.R 200, 44 C.F.R, The Stafford Act
- Must be proficient in Microsoft Word and Excel
- Must have technical skills in analysis, business accounting principles, and knowledge of construction methodologies
- Ability to pass a Level 2 background check
- Ability to travel throughout West Virginia as required
- Valid drivers’ license with reliable transportation
- Able to pass a background check
- Strong communication skills to successfully collaborate with program staff, homeowners, and other contractors
- Ability to provide training and guidance to Inspectors
