Job Summary

Consortium Coordinator responsible for leading an EU-funded programme in Madagascar to strengthen health system governance, oversee governance structures, manage sub-grants to CSOs, ensure donor compliance and high-quality reporting, coordinate with government authorities and partners, and drive safeguarding and capacity-strengthening initiatives across the team. The role focuses on programme leadership, MEAL oversight, budget monitoring under EU rules, stakeholder engagement with government and donors, risk management, and ensuring effective coordination among partners to deliver results in line with contractual requirements. The candidate will supervise a multidisciplinary team, develop and implement capacity-building strategies for local CSOs, and produce timely, high-quality reports and knowledge products aligned with EU standards.

Required Qualifications

  • Master’s degree in Public health, project management, international development, or related field
  • At least 7 years of experience in programme management or coordination roles
  • Proven experience managing EU-funded programmes (EuropeAid / NDICI or similar)
  • Demonstrated experience managing large-scale and/or high-budget programme portfolios
  • Solid experience in CSOs grant management and financial oversight
  • Demonstrated experience in health systems strengthening and/or public health programmes
  • Strong experience working with government counterparts at central and decentralized levels
  • Proven capacity to manage sub-grant mechanisms, including oversight of partner selection, fund allocation, compliance, and performance monitoring
  • Demonstrated ability to design and implement capacity strengthening strategies for local CSOs
  • Experience in stakeholder engagement and representation (donors, government, UN agencies, NGOs)
  • Demonstrated experience in risk management, compliance, and audit processes in donor-funded programmes
  • Strong leadership, team management, and coordination skills
  • Lived experience of disability is an advantage
  • Strong communication skills, including high-quality report writing, presentation, and synthesis of complex information
  • Proven ability in negotiation, diplomacy, and influencing in multi-actor environments
  • Experience working in cross-cultural teams and diverse environments
  • Committed, excited, and passionate about disability inclusion and the rights of people with disabilities
  • Open to work collaboratively

  • Language: Fluent in French, professional proficiency in English, and native Malagasy
