CON 2026 031 | External Evaluator Consultant

Conduct a joint final external evaluation of the FAIR-VALUE project in Basilan, Sulu, and Tawi-Tawi to examine higher-level results and facilitate learning for policymakers and programme managers. Generate evidence on project impact, including documentation of lessons learned, effective strategies, and best practices across coffee, rubber, and seaweed production clusters. Assess the program's efficiency and effectiveness in fostering collaboration among Participating United Nations Organizations, while identifying recommendations to inform future resource mobilization. The evaluation covers the full project period from September 2023 to September 2026, addressing cross-cutting themes such as gender mainstreaming, environmental sensitivity, and accountability to affected populations.
