Job Summary

Compliance Manager responsible for ensuring PCRI property management operations comply with state and federal laws, reviewing tenant files for compliance, overseeing recertification processes and initial household eligibility, and supporting compliance tasks for resident services programs. Works with HUD intermediary HomeFree-USA, maintains certifications, updates Yardi, enforces lease terms, and prepares compliance reports. Requires attention to Fair Housing, Section 8, LIHTC, and other affordable housing program requirements; strong emphasis on regulatory knowledge, reporting, and coordination within a nonprofit housing portfolio in Portland, Oregon.

Required Qualifications

  • High school diploma or GED required
  • College degree preferred in business administration or related field
  • At least 3 years of progressive experience in a professional setting, particularly in compliance
  • Must have, or be willing to obtain, a compliance certification
  • Property Management License for the State of Oregon is preferred; LIHTC certification within 6 months of employment
  • Experience in Residential Real Estate Affordable Housing with background in LIHTC/Section 42/PBV/HOME/HOPWA/CDBG
  • Knowledge of Oregon landlord/tenant law, Fair Housing laws, and Americans with Disabilities Act
  • Knowledge of Section 8 eligibility requirements; experience with Housing Authority of Portland preferred
  • Experience with Yardi Property Management software
  • Experience working in a non-profit organization
  • Strong communication, organizational and interpersonal skills
  • Ability to generate reports and business correspondence; effectively present information
  • Must be able to manage multiple and changing priorities
  • Physical ability to climb stairs and perform related tasks as described
