Job Summary

Oversee daily property operations, manage maintenance and janitorial staff, and ensure compliance with regulatory agencies and fiscal policies. Direct resident relations, coordinate leasing activities, and maintain full occupancy while supervising vendors and preparing financial reports. Respond to after-hours emergencies, conduct security patrols, and manage on-site incidents from 5:30 p.m. through 8:30 a.m., Monday through Friday, and 24 hours on weekends and holidays. This role supports Eden Housing's mission to maintain a well-managed, safe community in Riverside, CA, with a unit becoming available mid-January 2027.

Required Qualifications

  • Ability to supervise maintenance and janitorial staff, including any contract or temporary personnel working at the property
  • Ability to supervise all vendors, contractors, and providers of service to the property
  • Ability to establish a schedule for personnel to be available for emergency maintenance
  • Ability to supervise or perform the scheduling of routine maintenance and janitorial work
  • Ability to complete regular follow up inspections on maintenance and janitorial work
  • Ability to ensure completion of required preventative maintenance checklists
  • Ability to perform continual informal inspections of the property
  • Ability to inspect exterior and interior common areas of the property monthly
  • Ability to perform Bi-Annual or more frequent inspections of units
  • Ability to follow up with housekeeping letters, preparation of work orders and maintenance chargebacks to residents
  • Ability to ensure all vacant apartment turnover procedures are followed
  • Ability to review completed and outstanding work orders on a daily basis
  • Ability to prepare list of capital replacements required or anticipated
  • Ability to prepare inventory of building contents, tools and equipment annually
  • Ability to bid out and select contract services
  • Ability to negotiate vendor service agreements
  • Ability to monitor day-to-day vendor performance
  • Ability to ensure adherence of the building and its contents to all applicable municipal and fire codes
  • Ability to prepare written recommendations for physical repairs and/or replacements
  • Ability to ensure completed quarterly safety inspection for the properties
  • Ability to ensure adherence to all maintenance requirements of Eden Housing
  • Ability to maintain full occupancy
  • Ability to market units by preparing advertising and marketing programs in compliance with federal, state, local and regulatory requirements
  • Ability to assign units in the order provided by the Waiting List
  • Ability to ensure the development and ongoing administration and maintenance of the waiting list
  • Ability to review all completed rental applications and leases for accuracy and completeness
  • Ability to supervise all staff in the turnover of vacant rental units
  • Ability to conduct applicant interviews
  • Ability to verify potential resident income
  • Ability to take deposits and rents in accordance with Eden Housing's Resident Selection Policy
  • Ability to obtain appropriate documentation and complete certifications
  • Ability to walk a vacant apartment when completed by maintenance personnel or vendors
  • Ability to walk entire property daily
  • Ability to supervise move-in and move-out procedures
  • Ability to conduct marketing and public relations tours
  • Ability to assist Property Supervisor to prepare regular market surveys
  • Ability to prepare weekly Reports, monthly Budget Variance Reports, Management Overview Reports
  • Ability to ensure resident lists are accurate and up to date at all times
  • Ability to attend and participate in outside or in-house activities, meetings, organizations, regulatory agency meetings or inspections
  • Ability to promote harmonious relations among residents, staff, vendors, and persons of the larger community
  • Ability to maintain congenial relationships with all residents
  • Ability to be understanding of and sensitive to cultural background, economic status, those with special needs
  • Ability to develop a sense of community among property residents
  • Ability to ensure all site staff responds to all resident requests or complaints in a timely, efficient, and courteous manner
  • Ability to receive work order repair requests, schedule repairs with maintenance staff, and follow up to be certain repairs were completed properly and in a timely manner
  • Ability to manage resident evictions in compliance with court order
  • Ability to convene and chair resident meetings in accordance with Eden Housing standards and requirements
  • Ability to coordinate with Resident Services to assist residents with social services needs or problems
  • Ability to provide a resident comment and evaluation form to each resident annually
  • Ability to develop and provide support to resident organizations
  • Ability to represent the property to local social service agencies and funding sources
  • Ability to ensure the successful day-to-day financial management of the property
  • Ability to maintain all necessary financial records and files in good order
  • Ability to collect rents and other monies
  • Ability to ensure that all transactions are processed and inputted accurately and completely in the YARDI computer accounting system
  • Ability to supervise or complete daily deposits of all monies collected
  • Ability to review all delinquent accounts and resident receivables
  • Ability to compare lease information with monthly rent roll on a monthly basis
  • Ability to review the property's monthly income and expense statement
  • Ability to provide initial draft of the annual site budget
  • Ability to maintain compliance within the budget during the fiscal year
  • Ability to prepare weekly Vacancy and Delinquency Reports
  • Ability to complete a Monthly Budget Variance Report
  • Ability to complete and submit to the Property Supervisor within 24 hours, any incident that occurs on the property out of the ordinary or which could become an insurance claim or lawsuit
  • Ability to adhere to all accounting and reporting procedures required by Eden Housing
  • Ability to supervise or complete all resident files at move-in and at each recertification
  • Ability to supervise or complete timely and accurate income recertification of all residents
  • Ability to process and maintain all resident documents and forms including leases, income certifications and recertifications
  • Ability to ensure compliance with regulatory and/or financial partner requirements
  • Ability to prepare and submit reports in an accurate and timely manner
  • Ability to manage the day-to-day administration of the property office
  • Ability to answer telephones during normal business hours
  • Ability to interact with residents in a courteous and professional manner
  • Ability to sort, distribute, opening, and answering mail daily
  • Ability to code invoices daily
  • Ability to handle resident inquiries and concerns
  • Ability to ensure the office is clean and well organized
  • Ability to ensure that all property staff adhere to all systems, procedures, timelines, and formats established by Eden Housing
  • Ability to collect, analyze, and report the statistical data
  • Ability to ensure that any emergency that may arise on site is responded to promptly
  • Ability to assign staff, including self, to be available in an emergency event
  • Ability to complete incident reports and forward to Property Supervisor within 24 hours
  • Ability to post all licenses, permits, notices and occupancy permits required by federal, state and local jurisdictions
  • Ability to attend trade association meetings
