Job Summary

Common Services Associate role within UNDP UNCDF/UNV in Luanda focuses on coordinating and administering inter-related operational and logistical activities across general administration, common premises, and services to UN Agencies. The incumbent supervises the common premises maintenance clerk and UN Receptionist, advises management on issues related to common services, prepares annual work plans and budgets, manages cost recovery and invoices, maintains records and reports, and liaises with government departments, UN agencies, and contractors. Responsibilities include budgeting and reporting, client services & feedback management, and facilities & space management, including renovations, maintenance, lease issues, conference-room bookings, and ensuring the operational functioning of the UN building. The role requires experience in facilities management, client service management, reporting, ERP systems, and strong communication and collaboration across a multi-cultural environment. Fluency in Portuguese and English is required. The posting notes tiering for internal staff and emphasizes eligibility to apply across UNDP/UNCDF/UNV, with an emphasis on public administration/business/engineering backgrounds and a minimum of seven years (with secondary education) or four years (with bachelor degree) of relevant experience.

Required Qualifications

  • Secondary Education is required; or University degree (bachelor’s degree) in Business Administration, Public Administration, Civil Engineering, Social Sciences or related field will be given due consideration but is not a requirement.
  • Minimum of 7 years (with secondary education) or 4 years (with bachelor degree) of responsible experience in common services or operations administration, preferably in a multi-agency or multi-tenant office environment.
  • Experience in facilities and space management, including oversight of maintenance, cleaning, renovations, safety, and building operations
  • Experience in client service management, including tracking service requests, gathering feedback, and implementing service improvement measures
  • Experience in the usage of computers and office software packages (MS Word, Excel, etc)
  • Experience in handling web-based management systems and good knowledge in ERP, UNDP’s corporate working tool is an added asset
  • Experience in preparing reports
  • Good analytical skills
  • Good communication and coordination skills
  • Excellent team spirit
  • Fluent in Portuguese and good working knowledge of English
