Commercial Manager, Contract & Cost (Semi-conductor Project)

Job Summary
Lead full lifecycle cost management services from feasibility through to final account agreement for a high-profile semiconductor project in Taiwan. Develop and manage project budgets, cost plans, and cash flow forecasts while providing accurate commercial reporting to clients and stakeholders. Monitor project costs to identify risks, variances, and opportunities, administering contracts in line with project requirements and local Taiwanese regulations. Lead procurement strategy, tendering, bid evaluation, and contract award processes, and manage change control, variations, and claims. Partner with project and client teams to drive commercial performance, ensure alignment with delivery strategies, and support decision-making with data-driven insights. Maintain high levels of transparency, accuracy, and accountability while supporting audit processes and ensuring robust commercial controls are in place. Fluency in English and Mandarin required for interviews conducted in person or virtually with video.
Required Qualifications
- Have significant experience in commercial or cost management
- Possess strong knowledge of contract administration, including standard forms (FIDIC, NEC, or equivalent)
- Have experience working on complex, high-value projects in an international environment
- Demonstrate expertise in cost planning, procurement, and commercial reporting
- Are confident managing variations, claims, and contract negotiations
- Have strong stakeholder management and communication skills
- fluency in English and Mandarin
- Have a degree in Quantity Surveying, Commercial Management, Engineering, or a related discipline
- All interviews are conducted either in person or virtually with video required
