Job Summary
Under close supervision, assists in planning and conducting management, statistical, organizational, fiscal, performance, and budget analyses of department programs; assists in cost-benefit analyses and effectiveness surveys; performs related duties. Serves as a contact for the DEP’s Management and Budget for obligations, expenditures, reimbursements, and other fiscal reporting. Will work on aspects of flood buyout administration, including gathering, organizing, and summarizing financial information, supporting financial reporting and controls within Blue Acres and DEP financial management, and contributing to process improvements and SOPs related to contracts, grants, title, appraisal, survey, and contract processes. Participates in development and administration of contracts and grant documents, conducts contract award meetings, ensures compliance with contracting policies and Federal/state regulations, manages program funds, and assists in soliciting proposals and grant solicitations. Identifies operational issues from budget studies and helps develop courses of action for more effective use of fiscal resources. Preferred skill set includes contract stewardship, expenditure tracking, and strong writing/communication abilities.
Required Qualifications
- Five (5) years of professional experience in work involving fiscal analyses and evaluation, budgeting, and management operations in government, business, and/or a management consulting firm, including or supplemented by twenty-one (21) semester hour credits in any combination of Accounting, Business Administration, Economics or Finance courses.
- Possession of a Bachelor's degree from an accredited college or university, including or supplemented by twenty-one (21) semester hour credits in any combination of Accounting, Business Administration, Economics or Finance courses; and one (1) year of the above-mentioned professional experience.
- Possession of a Master's degree in Accounting, Business Administration, Economics or Finance.
- Professional experience is analytical, evaluative, and interpretive; requires basic knowledge of the profession's concepts and practices; and is performed with authority to act and make informed decisions.
- Licensure: Driver's license valid in New Jersey only if operation of a vehicle is necessary to perform duties.
- Residency: New Jersey residency requirements after hire; ability to establish principal residence as required by state law.
- Authorization to Work: Must be authorized to work in the United States; no sponsorship provided by the state for citizenship.
