Job Summary
Conduct routine and complex inspections of private property to interpret, enforce, and ensure compliance with adopted property maintenance, nuisance, building, and zoning codes. Investigate public complaints regarding alleged violations, compare observed facts to code requirements, and issue correction notices. Prepare investigative reports, correspondence, and court information for the prosecutor; testify in judicial actions and coordinate enforcement efforts with city staff and outside agencies. Monitor the community for potential ordinance violations, perform record checks to determine property ownership, and oversee abatement by city contractors. Provide public assistance and explain code requirements. Requires a high school diploma or equivalent, with an associate's degree preferred, and experience in code enforcement or public administration.
Required Qualifications
- High school diploma or equivalent
- Must be able to sit for prolonged periods
- Must be able to listen to normal conversation
- Must be able to walk occasionally
- Must be able to use hands and fingers to operate, handle, or feel objects, tools, or controls
- Must be able to reach with hands and arms
- Must be able to have vision sufficient to see close up and have the ability to adjust focus
- Must be able to occasionally lift up to 25 pounds and transport it 15 feet
Desired Qualifications
- Associate's degree in related field preferred
- Experience in code enforcement, building codes, planning, public administration or related field or combination of education and experience is preferred
- Skill in operating listed tools and equipment
- Knowledge of code enforcement principles, practices and methods and applicable to a municipal setting
- A working knowledge of applicable laws, standards and regulations relating to various land use, nuisance and public safety codes
- A working knowledge of inspection techniques
- Ability to prepare, organize and maintain inspection field data, reports and systems
- Ability to analyze complex situations, problems and data
- Ability to use sound judgment in drawing conclusions and making decisions
- Ability to comprehend and articulate complex facts and relationships in detail
- Ability to summarize and write clearly, concisely and legibly
- Ability to testify in court in an objective, concise, and professional manner
- Ability to produce or obtain reports, graphs, charts, photographs or the evidence or exhibits
- Ability to communicate effectively orally and in writing
- Ability to establish and maintain effective working relationships with citizens, employees, supervisors and the general public
- Ability to follow verbal and written instructions
- Ability to handle stressful situations and effectively deal with difficult or angry people
